Contract signed for the Nufărul Project, the largest photovoltaic floating system installed on a hydroelectric dam in Europe

Following an open tender process, Hidroelectrica has awarded WALDEVAR Energy the contract for the Nufărul Project – a pioneering renewable energy initiative that will become the largest floating photovoltaic park ever deployed on a hydroelectric dam in Europe. The project will be implemented on the Ipotești Dam, located on the Olt River, one of Romania’s key hydropower corridors.

WALDEVAR Energy marks a defining moment in its journey as an integrator of complex renewable energy solutions.

This contract, valued at 39,250,000 RON (excluding VAT), reaffirms our role as a reliable partner for delivering EPC solutions – from technical concept and design to procurement, construction, commissioning, and integration into the national grid.

Implementation timeline: 14 months
• 4 months – technical design
• 10 months – construction and commissioning

WALDEVAR Energy will deliver a full turnkey execution, including:
• Engineering and detailed design
• Procurement of high-efficiency equipment
• Installation adapted to aquatic conditions:
◦ Bifacial PV modules with high humidity resistance
◦ Modular floating structures made of HDPE or other innovative sustainable materials
◦ Adaptive anchoring systems to respond to water level fluctuations
◦ Optimized electrical configuration
◦ 100 kW inverters and low-loss cabling system
◦ Integration with the national transmission grid
◦ Automation and advanced real-time monitoring

With an installed capacity of 10 MW and an estimated annual output of 13.4 GWh, the system will play a key role in:

The renewable energy sector in Romania is at a pivotal crossroads. While projections for early 2024 indicate the country will reach an installed photovoltaic capacity of 4 GW, Germany has already exceeded 70 GW. This stark contrast highlights both the challenges and opportunities in the Romanian market. WALDEVAR Energy, a leading EPC (Engineering, Procurement & Construction) contractor, views this as an opportunity to drive significant growth. WALDEVAR: Dezvoltare accelerata a afacerii, pana la 100 milioane euro in 2025

Compania Waldevar, specializata in proiectarea, constructia si intretinerea parcurilor energetice de mari dimensiuni, cu o experienta de 13 ani in industrie, a inregistrat o cifra de afaceri de 25,7 milioane de euro in primele opt luni ale acestui an, nivel mai mult decat dublu fata de perioada corespunzatoare din 2023 (10,1 milioane de euro). Pentru 2024, Cristian Dragomir, managerul executiv al Waldevar, mizeaza pe un business de 45 milioane de euro, obiectivul pentru anul 2025 fiind sa atinga pragul de 100 de milioane de euro, cifra de afaceri. Lider de piata EPC in industria energiei regenerabile, compania are o capacitate zilnica de constructie de 2,5 MWp, pana in prezent finalizand peste 57 de proiecte cu o putere contractata ce depaseste 705 MWp. In cele ce urmeaza, Cristian Dragomir se refera la problematica actuala si la strategiile de dezvoltare a companiei pe termen mediu si lung.

– Cum a evoluat activitatea din domeniul constructiilor energetice in 2024 si cum credeti ca se va dezvolta aceasta in perioada urmatoare?

– Depinde din ce perspectiva privim aceasta evolutie. La nivelul intregii ramuri nu putem vorbi de o evolutie spectaculoasa, daca ne raportam la ceea ce se intampla in Europa, unde interesul pentru dezvoltarea sectorului verde este mult mai mare. Estimarile de la inceputul lui 2024 erau ca Romania ar trebui sa ajunga la 4 GW putere instalata in panouri fotovoltaice, in timp ce Germania urma sa ajunga deja la aproximativ 70 GW. Daca esti pesimist, vezi diferenta enorma. Daca esti optimist, vezi potentialul de crestere. Si asta face Waldevar Energy, pentru ca am reusit sa contractam si sa construim pana acum 800 MWp putere instalata. Fiind o companie EPC – proiectare, achizitii si constructie – si avand in-house toate serviciile si operatiunile necesare predarii la cheie a unui parc fotovoltaic, credem cu tarie intr-o evolutie pozitiva. Si nu ma bazez doar pe intuitie, ci si pe cererile de oferta primite de Waldevar Energy in ultima perioada.

– Care sunt principalele proiecte la care lucrati in aceasta perioada?

– Avem in lucru trei proiecte importante, doua in judetul Giurgiu, la Calugareni – de 130 MWp si la Mihailesti – de 63 MWp, si unul la Mosteni, in judetul Teleorman. Mai avem santiere active la Albina, in judetul Timis, cu o putere instalata de 23 MWp. Acestea sunt doar cateva dintre proiectele din tara, pentru ca Waldevar Energy are in constructie in acest moment si in Europa un parc fotovoltaic de 45 MWp in Petershagen, Germania. Am enumerat doar cateva dintre proiectele care se vor preda la cheie beneficiarilor pana la finalul acestui an. Avem organizari de santier in 20 de locatii, cu termen de predare anul acesta sau in 2025.

Albina, Timis (23MWp)

– Cu ce furnizori si echipamente lucrati si care sunt cele mai noi tehnologii care le utilizati pe santiere?

– Fiind un contractor EPC, componenta de achizitii este extrem de importanta pentru noi, fiind si un diferentiator in fata competitorilor. Lucram cu furnizori pe care ii consideram parteneri, pentru ca reprezinta lideri in domeniile lor. Relatia cu acestia nu se limiteaza doar la aspectul contractual, prioritar de altfel, ci trimitem echipe WALDEVAR Energy care se specializeaza si invata sa utilizeze echipamentele sau produsele folosite. Avem exemplul celor de la Prysmian, lider mondial in solutii de cabluri, care ofera cea mai larga gama de produse, tehnologii si know-how pentru cablarea parcurilor fotovoltaice, unde colegii mei au avut instructaje de specialitate, precum si al producatorilor de invertoare si panouri fotovoltaice, echipamente primare si secundare de statii electrice, cu care conlucram indeaproape atat in timpul etapei de inginerie, cat si la instalare, testare si punere in functiune. Utilizam drone utilitare pentru scanari, cum ar fi DJI Matrice M600 PRO cu GPR – Ground Penetrating Radar – care scaneaza solul pana la o adancime de 4 metri pentru identificarea eficienta a straturilor geologice, a eventualelor cabluri sau conducte, fundatii sau artefacte. Cea mai performanta drona din portofoliul Waldevar Energy este DJI Matrice M350 RTK, cu sistem IMU pentru cartografierea si colectarea datelor geospatiale cu inalta precizie. Ca EPC, folosim acest senzor in etapa de pre-proiectare pentru a beneficia de toate informatiile necesare atunci cand dezvoltam un parc. Aceeasi drona integreaza un senzor full-frame cu lentile interschimbabile cu focalizare fixa, pe un cardan stabilizat pe 3 axe. Este proiectata pentru misiuni de zbor de fotogrammetrie si ne ofera eficienta si acuratetea de care avem nevoie. Folosim acest accesoriu pentru monitorizarea activitatilor din santier, progresul proiectului si mentenanta.

– Care sunt directiile de actiune viitoare, in vederea dezvoltarii companiei?

– A tine pasul cu ultimele dezvoltari tehnologice si a face investitii in echipamente, dar si in oameni, este vital daca vrei sa fii performant. Compania Waldevar Energy a pornit ca o firma de constructii si montaj, iar astazi este un one-stop shop in implementarea solutiilor integrate ale parcurilor fotovoltaice industriale. Pentru viitor, directiile sunt de a dezvolta noi divizii complementare activitatii principale, cea de EPC. Punem la punct divizia de BESS – battery energy storage systems – care devine o necesitate ceruta chiar de beneficiarii nostri. Avem deja functionala divizia de O&M – Operation & Maintenance – pentru a continua sa monitorizam si sa supervizam parcurile fotovoltaice si dupa predarea la cheie a acestora, in dorinta noastra de a oferi servicii integrate si optimizate, care cresc profitabilitatea unui parc fotovoltaic pe intreaga sa durata de viata.

Dezvoltarea cu care ne mandrim insa cel mai mult este investitia in cea mai mare fabrica din Europa, care va produce sisteme complete destinate parcurilor fotovoltaice amplasate pe apa. Waldevar Floating PV, noua divizie a companiei ce se va ocupa de acest segment inovator, va gestiona un intreg complex industrial dedicat solutiilor de energie regenerabila in Tunari, judetul Ilfov. Alegerea locatiei viitoarei fabrici a fost una tactica si face parte din strategia de diversificare a portofoliului de produse, servicii operationale si logistice, avand obiectivul de a oferi solutii complete si rapide beneficiarilor. Tot ceea ce dorim sa facem nu poate fi implementat fara cea mai de pret resursa a Waldevar Energy – oamenii. Suntem compania din domeniul energiei regenerabile cu cel mai mare numar de angajati: 850 de oameni care sustinem santierele si activitatile companiei. De aceea, suntem preocupati nu doar de retentia personalului, ci si de profesionalizarea si perfectionarea la locul de munca. Waldevar Energy este scoala pentru oamenii din energie prin proiectele de resurse umane pe care le dezvoltam intern. Am deschis un centru de instruire in cadrul unui proiect pilot la Timisoara, de calificare la locul de munca pentru operatorii de masini de terasamente, avand nevoie de operatori pentru batipaluri. La fel asiguram training calificat si pentru lacatusi mecanici de care este nevoie la montarea panourilor. De altfel si inginerii nostri, indiferent de specializare, alaturi de management participa la cursuri, workshop-uri sau training-uri specifice, pentru a fi la curent cu inovatiile si dezvoltarile din industrie. Calugareni (130,1 MW)

– Care sunt dificultatile si provocarile pe care le intampinati in lucru?

– Ele sunt acelasi ca pentru orice constructor, dar cea mai mare problema ramane vremea capricioasa. Oprim santierele cand avem conditii meteo nefavorabile si reluam activitatea cu motoarele turate cand timpul ne permite. Orice dificultate insa o poti depasi daca faci scalarea corecta a businessului, daca anticipezi nevoi si greutati si daca crezi cu tarie in ceea ce faci. Totodata, dificultati avem si in zona de aprovizionare, in legatura cu furnizarea transformatoarelor de putere cu rapiditatea de care avem noi nevoie in implementarea proiectelor. Este drept ca piata s-a stabilizat in ceea ce priveste stocurile materiei prime pentru fabricarea panourilor fotovoltaice si a invertoarelor, ceea ce in trecut reprezenta o problema majora, insa si astazi intampinam dificultati in asigurarea cantitatii necesare. Acest lucru se datoreaza puterilor instalate de sute de MWp care in trecut erau maxim de ordinul zecilor.

– Ce oportunitati intrevedeti pe piata de constructii si instalatii specifice pe termen scurt, mediu si lung?

– Marile proiecte de parcuri fotovoltaice de abia acum vor incepe sa se construiasca in Romania avand ca termen de finalizare 2025-2026. Fondurile de investitii, IPP-urile (producator independent de energie) sau oricare alta companie energofaga sunt deschise sa investeasca in constructia de capacitati de productie sau de stocare de energie, iar Waldevar Energy ii sprijina cu solutii integrate. Cu cea mai mare echipa interna de lucratori specializati, cu cel mai mare parc de echipamente si utilaje dedicate, cu know-how-ul acumulat in constructia a aproximativ 800 MWp in tara si in Europa. The importance of these meetings of key market players cannot be disputed. Clean energy is growing rapidly, as annual deployment of several key technologies has surged ahead in recent years driven by policy support and continued cost declines. Their growth is starting to make a dent on emissions and reshape energy markets. In the meantime, IRENA calls for annual renewable power additions of almost 1 TW on average by 2030 to keep the climate target within reach. Electrification and energy efficiency are the key transition drivers towards a cleaner future powered by PV and wind energy, green hydrogen, and biomass.

Also, other types of renewables and low-carbon gases will play a key role, alongside other technologies towards achieving climate neutrality along the goals set forth by the European Green Deal and the interim goals for 2030 expressed by the Fit for 55 Package.

We are proud that WALDEVAR Energy provided the energy for two talented young man to represent #Romania at the World Robot Olympiad in Puerto Rico Alexandru Diac, 14 years old, and Cosmin Bobe 15 years old, both members of the #InventikaPlaceClub, traveled accompanied by their instructor Iulian Dima to American continent for this creative competition. They are competing in the #RoboMissionSenior category with a #robot built exclusively using g#Lego Spike Prime set. “Waldevar is a Romanian company that delivers complete, integrated EPC services. In the last 3 years, more than 1 million pillars of photovoltaic structure have been installed on the ground. That is where our focus is, that is where our main area of activity is, large photovoltaic parks. More than 9 million panels have been installed. In the last 3 years, more than 700 MW have been or are underway.

For these figures, you may wonder what resources are needed. We are over 600 colleagues with great experience in various areas of activity, we cover the entire value chain from design to connection to the network, having all the necessary authorizations even for high voltage lines, design and construction of low and medium substations tension,” Christian Leonte, CEO Waldevar Holding said during Green Energy Conference organized by The Diplomat-Bucharest.

“In addition to the human resources necessary to carry out these projects, we also have the technical resources and the necessary equipment to carry out these works. What differentiates us at this moment from the rest of the players is primarily the ability to quickly mobilize resources to start large-scale photovoltaic parks.

These large-scale projects that are being talked about will be realized and we are ready to be with our partners.

In addition to energy security and energy independence, we must have Romanian workforce and Romanian know-how to develop these photovoltaic parks. These renewable energy production capacities also need maintenance, having a lifespan of 25-30 years.

It is very important that these parks are well made, and the necessary procedures and rules must be respected. It is a very big effort that is reflected in the costs. Most of the time, decisions are made on an accounting basis, not on an economic basis, and this is wrong. CAPEX is important, but it is not the only element in making a decision. The recurrence and importance of these costs must be recognized and considered.

Everyone wants 3 things: high quality, very low price and speed. But we have to see what the priorities are and what is really important. Quality is important for us, as is the speed of execution, and normally the costs are reflected in these two elements.

We must all sit at the same table, discuss and try together, educating each other and helping each other, to advance this energetic transition, to be pragmatic.”
